How do I use different finaid packages to get money from my first choice school?

I was offered a full tuition scholarship to one of my favorite schools but I am waiting for my package at Harvard. I know it probably won't be enough, but how do I use the full tuition scholarship to get more money from Harvard?

write a letter to the adcom with a copy of your full scholarship attached stating that you would prefer to go to Harvard, but your financial situation would make it difficult.
