How does one maximize their chances of matching heme/onc whether at a uni program versus community based (/uni affiliated even). Is a heme/onc elective intern year a good starting point or trying to secure research projects for 2nd year?

The big advantage is the opportunity to do real research as well as, usually anyway, get "better" LORs.

This is not universally true of course. But it's a good rule of thumb.
