do you have to apply and be accepted? Thinking about going down South.

Generally, you can only do away rotations in your 4th year. Most schools participate in VSAS, which is a centralized application service for away rotations. You do have to be accepted by the away school, but in most cases, it's a first-come, first-served situation (read: get your application in March or April of your 3rd year).
