How do you write a formal email?

I attempted to find this information on the web, but failed and got lazy. Does anyone know how to write a formal email?

For example, if a school sends me an e-mail, do I address them "to whom it may concern" or should I write "Dear --- University" or should I address the specific dept?

It's kind of a boring question, but can someone help me out?

Whenever I write a "formal email" (something about that makes me laugh), I format it exactly as I would a formal letter, letterhead and all.

Formal email seems like an oxymoron.
 
Yeah, it seems kind of hokey to be communicating in a professional matter via email, but it's so quick and easy. As long as it's formatted in a decent manner, it shouldn't be a problem.
