It doesn't

On top of increasing strength of contraction (na/k pump inhibition) digoxin:

1) slows conduction at the AV node
2) suppresses the SA node (inhibits sympathetic outflow to SA node)

These two things actually reduce transmission of afib to the ventricles.

So, it strengthens contractions (CHF) and reduces transmission of afib.
