How does one obtain shadowing experience?

Ask doctors if you can shadow them, then do it... how else would you?

so just email any physician from kaiser permanente? Don't you need to be in special programs to do this? get TB tested, HIPAA certification, and all that jazz??

Not necessarily. Some doctors will just allow you to shadow them, but you may need to work through the volunteer offices at the hospital for some programs. Those would be good places to call.
 
Try calling or e-mailing physicians. Not everyone will be receptive, but occasionally you find someone who is open to having a shadow. Do you have any family friends or relatives who are physicians or work at hospitals? Going through personal connections is probably the easiest way to go.
 
Try calling the volunteer services offices at your local hospitals. They may offer special programs. Otherwise, call any physicians and ask them if you can shadow. Some won't mind, some will. Good Luck.
