Let's say there's a foreign/offshore medical school, and they like to recruit students from the USA. This process is facilitated by an agency or office in one of the 50 states of the USA (accepting applications, tuition payments, etc etc). What happens if a corporation corresponding to that entity either does not exist, or was only formed very very recently in relation to the total time that the medical school office/agency has been around in the USA? Would that be a red-flag sign that something is amiss?
