Why would the magic number change unless the number of interview slots or positions at programs change. One program sent an email saying only 100 interviews for 12 positions. Seems 10 would be a safe number. I think the programs would keep both numbers the same generally regardless of increase in application volume.

Agreed. NRMP 2012 PD survey had almost 100 PDs surveyed - said on average 132 interviews yielded 117 ranked for 11 spots. So the interviewed to matched ratio is 1:12. I think 9 or 10 would be reasonable if you're strong, 12ish if you're average, 15 if below average. That's just how I read it.
 
If you look at charting outcomes for 2011, roughly 10 ranked programs gave you pretty good odds for matching.
