How to address LOR?

Hello,

I'm a US-IMG having done a residency in my home country. I've seen programs asking for "LOR addressed to Program Director". Does does mean it should say "To Program Director"?

Because getting a letter and having it addressed to an individual name of PD will be very difficult.

Please advise.

Yes, that's fine.

Or "To Whom It May Concern".

Either is fine. No one has individually addressed letters in ERAS.

If you're applying outside of ERAS to individual programs, then they may have different requirements. But I doubt they will care about the salutation on the letter.
