how to get instate tuition in ny state

I was wondering that excluding the residence issue of 12 months for an out of stater, I read that if you get any parenteral aid for tuition (in addition to loans), you may not be eligible for instate tuition in ny state. Does anyone know how one can become eligible under these circumstances?
