How to interpret "Personal References" for LOR?

This is on the Medical College of Georgia Admissions Procedures page (http://www.georgiahealth.edu/medicine/admit/application/procedures.html --- Towards the bottom). How should I interpret the part about " two personal references." Is it basically saying two letters from people of my choice (whether it be a professor, physician, employer etc.?)

Letter 1: Premed committee at your school
Letter 2: Physician you have shadowed
Letter 3: Your lab PI, employer, volunteer leader, etc.

I interpret it as saying anyone that knows you well enough to write a meaningful letter, but one of the letters should come from a physician.

Considering you have to submit a committee letter and (basically have to submit) a physician letter, I would leave the last personal letter to someone such as the leader of a volunteer activity you participated in, a humanities professor, a PI (if they weren't included in the committee letter), or perhaps an employer if they really knew you well. Just pick the person who you think will write the most positive and compelling letter.
