Is Howard a school mostly for minorities? I want to know my chances.

Of the 90 students who enrolled at Howard in 2006, 54 were African American, 4 were Hispanic, 1 was Native American and 21 were Asian. In summary, 80/90 enrollees were minorities in 2006 (Source: ADEA's Where to Apply). You can interpret those numbers however you want.

I'm asking because if Asians are not considered minorities, then African Americans cannot be considered minorities either, as the number of African Americans is far greater than the number of Asians. In which case, only 5/90 enrollees can be considered minorities.

Asians are minorities, but are not underrepresented minorities as they make up approx 20% of first year dental students. Native Americans, Hispanic/Latinos, African American students are considered URMs, which as of 2004 all three groups combined only made up 13.8% of first year students.

People get so touchy, I think being a minority gives you an edge.

Does anyone know if Persians are minorities. I'm no so sure about this (since their considered to be white)

Oops sorry I wasnt clear enough. As Resonance mentioned, Asians are not considered as "underrepresented" minorities since they make up a fairly large portion of enrollees at dental schools relative to their actual population in the US.
And back to your question, I dont think Persians are considered as minorities

21 out of 90 are still asians though. That's still better than nothing.
