I have been torn between my top two choices, Meharry Medical College School of Dentistry and Howard University.

Meharry:
Pros
- close to home
- I go to school in Nashville so I’m familiar with the area
- I know many people there already
- slightly less expensive
- slightly renovated

Cons
- in Nashville (I want to try new places)
- out dated facility in some areas
- does not have residency for the specialty I want

Howard
Pros
-change of scenery
- more diversity
- more well known
- my best friend lives in the city so I won’t be alone
-has specialty residency I want to attend

Cons
-far from home
-have not visited in person (yet)
-cost of living slight more expensive

which is closer to where you wish to practice in the future?

If Meharry doesn't have the residency for the specialty you want, you might be able to have those cases in your clinics = more experience. Additionally, you should REALLY get in touch with individuals who are in residencies with Howard grads and also talk to some of their current students. A lot of mix reviews there, so be sure to look into that before making a decision.
