HPSP instrument question

I was looking over my HPSP handbook, and it states that it will allow for $9000 in instruments for the first year, $5000 for the secon, etc. I know my school charges more than this in the first year. Has anyone experienced this, and did you have to pay for the rest, or was it taken care of? Also, it said something about $250 a year for computer rental. This is not at all realistic, as any school will charge much more than this. I would appreciate input from anyone with some experience.

I read this over again, and it looks like this is the case only when your dental kit is not paid directly with tuition and equipment? If this is the case, I think I'm covered. Please let me know if I have this right.
