Is there any program in the US military that is open to foreign nationals?
(Something on the lines of HPSP)

So far, all the programs that I looked into are for US citizens or PRs only.

No. In order to be an officer (all dentists are officers) in the US Military you must be a citizen.

Do you have any idea about eligibility criteria in army reserves / national guard / other para-military organisations?

The Reserves can take a dentist if they have a green card. You need to be licensed by a US dental school and have a US dental license from any state.
