Is it correct to say hydrogen bonding is polar covalent when intramolecular and ionic/attractive force when intermolecular? I always thought they were just forces not really a bond until I came across a question from Next Step Full Length 1 MCAT

It's not covalent, nor is it ionic. It's a dipole-dipole intermolecular (and sometimes intramolecular) interaction due to a partial positive induced in hydrogen by the more electronegative O, N, or F that it's covalent bound to.
