so in some states like MA, if you've completed 4 semesters of dental school you're eligible to take the hygiene NERB.

Actually, in MA you don't have to take the hygiene exam...as long as you've passed your first boards, have 4 semesters of dental school and can manage to get your dean's recommendation, you'll get your license.

I've heard it's also true in PA....anyone? anyone? I just tried looking on the ADA site but couldn't find anything...maybe you can look at each state's dental society homepage.
