i need help for certificate program

hi
i am a dentist from india and will be in canada for few years...i have to go back
so can u all sugggest me what can i do...can i go into any type of post graduation programs for foreighn dentists without taking the NDBe...or any other type of certificate programs?
i came across certificate courses in newyork university but they are quiet expensive...i saw some post graduation courses in University of Alabama at Birmingham ...but i am not sure if they are just for research or really will be useful for me if i want to go back and open a clinic....
so can u all suggest me what i can do...i dont mind USA or CAanada...

UCLA has Preceptorship Programs. Most specialties charge $4,500.00 each quarter.A certificate will be awarded. The certificate specifies the period of enrollment and is not the same as the postdoctoral program certificate awarded to the full-time postdoctoral students in specialty training as a qualification for recognition by the American Dental Association.
but I think it is really doesnt matter what kind of certificate is that as long as you want to practise in your own country.

is there some other program which is less expensive....?
are all the programs on same lines for international students of same fee...almost 50,000?
what about the 3 year doctorale programs in birmingham?
any feedbacks?
