I need to get accepted into a good perio certificate program in the US

Is there any specific way to get into a good American Post Grad Periodontal Specialty Certificate Program for international students? I have a WES ( B - ) average and a TOEFL ibt of 103 and 3 years of experience since graduation. I also have two published researches.

I have been applying for 3 years now and frankly I'm growing sick of all the rejection letters I'm getting from programs. If anyone knows anyway or method to help improve my chances, please help as I am very desperate now and don't know what to do anymore. Thanks.
