I got a D in 1 credit PE class... lowering my GPA by .02 (3.72 to 3.70)
I just graduated and am applying this year... am I screwed.......?

Ehh.. You will most likely be OK, granted everything else in your app is up to par. But it might raise an eyebrow or two during interviews, so be prepared to give a sheepish explanation about how you know it was a really dumb thing to do and is in no way representative of your real ability blah blah blah.

I've never gotten anything lower than a B yet. (except 1 B-)
