If I didn't submit secondary applications to schools I applied, could I keep my primary app the same

I have new ECs, but last year I didn't submit secondaries to the DO schools I applied to. Could I keep my personal statement the same and most of my ECs? or would I have to change that?

Especially if your application is incomplete, I believe that adcom wont look at your application to review if it is not complete. So for this year I think you essentially can keep everything the same and update it with your new ECs. However, for the schools where you did submit your secondaries and make your app complete, then they did review your app and give you decision. So, keeping everything the same for this year without any significant improvements will be negative.

FYI: they may still consider you as a reapplicant since you submitted your primary app to them.
