If DAT scores are going to be imported from ADA to our applications starting the 23rd, it is useless to submit the app before the 23rd?
Obviously no app will be ready to be mailed out until the 23rd..right?

No, they still have to verify your transcript and determine your GPA, which they only do AFTER you submit and pay. That can take 4-6 weeks.

So if you don't submit until the 23rd, they won't start verifying your transcript until then, and then it's 4-6 weeks after that, that they send your app out to schools.
