If paying for a PS tutor, how to identify a good tutor?

I have opted to get my personal statement (PS) reviewed offline (for a number of reason that I don't plan to get into). After meeting with a couple tutors, the question has crossed my mind, Do you have any suggestions for identifying a great personal statement tutor from a not-so-great one?

I suspect that one potentially bad quality for a paid tutor might be asking the student to rewrite the entire statement without giving clear reasons why the rewritten one will be any better than the other draft. (This may be common because some tutor might naturally think in terms of how they would organize a PS. A worse perspective might be that having the student rewrite will make the tutor more money at the student's expense... As most good tutors run over $100/hr, this can get expensive very quickly which is part of why this post.)

On the other hand, a great quality might be providing clear pros and cons to the draft presented, rather than just proofreading marks.
