Has anyone sent a letter/email expressing interest in a program and been completely ignored? I've been told not to read too much into this but can't help but feel it isn't a good sign.

i wouldn't worry about it. i've sent thank yous to all the chars/pds that i visited and have not heard back from most. if i did hear something back, it was a standard letter they sent out before receiving my thank you.
