IMG and AMG criteria same for initial application revision?

So I just wanted to ask a program director here or anybody if they know about this knowledge do international medical graduates and American medical graduates get counted into the same pool or are they two separate pools by that I mean do program directors get to choose a different cut off for step one for each of these two different graduates or is it the same cut off for example a cut off of step 1 at 220 for both the same far IMG /AMG or are they able to make separate criteria for example cutoff AMG is 220 and for IMG is 240, I guess I'm asking are they able to divide applicants as such or is it one pool with a cutoff of 220 and from there they choose who they want further?

Program directors are not a homogenous group, so I would expect that just about every program handles this differently.

Some programs, just won't review IMG apps. End of story.

Some programs will select out the IMG apps and review them separately, with different criteria.

Some programs will review them in the same manner they do every other app.
