IMG Radiology fellowships Pls help!

Hi everyone. I am an IMG, completed radiology residency from my home country and looking for fellowships in US. My intention is to do a fellowship and return back to my country.

1. Do I need to clear all the steps of USMLE before applying? Is it necessary to clear step 3 also before fellowship ?
2. How good are the chances of an IMG to get into the fellowship program? Is it highly competitive?
3. Which are the IMG friendly radiology programs?
