Officially it means that they have received your application and are choosing to take no action on it at this time.

Get this, ADSAS LOST my letters of reccomendation. Nonetheless, my application was held up at a number of schools. Thankfully, I got into 3 out of my top 4 choices on Dec 1, but still, pay a huge price for them to lose my application. Very unimpressive.
