From my past observations, the IM programs in the Army are all structured in a very similar manner in terms of how they do their didactics. That is simply because they are inbred. Your attending at Tripler may had done their training at MAMC, the attending at Eisenhower may have trained at NCC, etc. So, at the end of they day, they all seem to have a pre-round --> morning report --> real rounds --> formal lecture, based protocol for training.
Now of course, patient populations and workload differ from MTF to MTF. At WBAMC, there are no fellows, so their residents do it all!! At SAMMC, there are fellows; however, as one person told you, this does somewhat enhance your knowledge event though you may have less hands on action.
Overall, rotate through a couple of places and rank high the places that you feel most comfortable with. You will gain a feel as to whether you like a place or not while there.
