International PhDs - Are these a scam?

I have noticed that two individuals from Harvard are currently getting their PhDs from the University of Amsterdam. Both of these individuals are highly well published within the orthopaedic surgical community. I have never seen anything like this before. Are these programs scams or actually legit?

I'd guess a research mentor who either moved institutions while the students were mid-PhD, or has a dual appointment with the European university.
