Interview invite without all letters of rec

Yes. Vanderbilt reviews primary applications followed by a combined secondary/interview invite. Letters of recommendation are expected to come following this invitation and before the actual interview date. This is what happened to me.

I don't know if any other schools do this, though.

The only school I know off the top of my head that will review your application without all of your letters of recommendation is northwestern. However, this is only if you have more than the 3 required letters, so if you have 5 total letters and 3 have been received, they begin to review your application. The vast majority of schools wait until all of your recommendations have arrived before reviewing your application.
 
As I recall, UVa invited me to interview without receiving all my letters of rec.
 
Duke doesn't use the AMCAS letter service and doesn't request letters until after they invite you for an interview.
