Interview Invites without all Letters

I was seeing that tons of people have been getting interview invites and was wondering if it's really true that most schools do not consider your application complete until all letters are received. I know they have my Pre-Health Committee Letter packet but my DO letter is still in the works (expected to be done mid-late September). I'm worried because my stats are low for the schools and I really want to be in early to have the best chances...I have been submitting secondaries like crazy, however, so I'm just hoping the apps get verified.
 
I've heard that LECOM will interview without letters. I'm in a similar situation with a D.O. letter.
 
I was offered an interview without all my letters in. Thankfully, they are in now, but I would have gone to the interview even if one were still missing. My understanding is that they will still interview you, but they won't make a decision until everything is complete.

Should have been more specific. Yes, LECOM offered me an interview without all my letters in. Also PCOM. They just require that letters be available by the interview. And I've heard that they can even be flexible about that. If my letter didn't arrive in time, I would call a few days ahead as a courtesy to see if they wanted me to reschedule when it was received. But given the expenses and planning required to make it to a distant interview when you also work and still attend classes, I would be quite disappointed if a late letter were an absolute deal breaker for them.
