So if I am doing an away rotation ~4 hours away from home and get an invite from a different program in the same city; would the program I am doing the away with look down on taking a day off to do the other interview?

You can offer to come in a weekend day to make up the difference. Chances are, whomever is supervising will tell you to forget it -- but you score for asking. Worst case scenario, they say "great! see you on Sat and Sunday!", but in that case, they were going to give you a poor evaluation for missing a day, so tough luck but better than a bad evaluation.
