Yup... but they typically give more than that to make it clearer. That's a lil too vague.... I've seen them say slapping of the foot plus problems dorsiflexing etc....

Eh. We were taught that foot drop is caused by weakness, whereas foot-slap is due to a loss of proprioception (as seen in tabes dorsalis). Also, they present differently.
