Is it hard to obtain a Committee Letter and how important is the status of recommendation received?

I was just wondering if it was hard to get recommended from a committee letter for dental school. My school offers it in 5 tiers of Highly Recommended, Recommended with Confidence, Recommended, Recommended with Reservation, and lastly Not Recommended. My question would be that is it really easy to get something like "Highly Recommended" from the pre-health board or do they simply only give it to the cream of the crop? Like would a school view those students that got highly recommended differently than those who just got recommended?
 
My school required jumping through a bunch of hoops (interviews/essays) before getting the letter so I said screw it and only used LOR's from professors. Worked out fine for me
 
I was in your shoes last exactly worrying about the committee letter thing last cycle. My school offers a thing called a letter packet. It collects all letters from professors whoever you submitted but without providing an evaluation of your pre-health committee. I applied 12 schools and received 5 interviews. It worked for me well.
