Is it legal ?

I've heard of this happening to a few people in the DO side. Post interview they email saying they will not be ranking due to whatever reason. Usually it's that they didn't rotate.
 
It's not against any law, so of course it's legal.
However, people misunderstand the RRC rules. They say the program (or applicant) isn't allowed to ask how the other is going to rank them. They're always allowed to say their own rankings. Hence the love letters to the "good" candidates (meaning high scores, etc).
 
Yeah it happens. Honestly they are doing you a favor, now you know not to waste a high rank spot on them.

from what i understand, it wouldn't hurt you in terms of getting your second choice program if your #1 ranks you low/DNR as long as your high enough on your second school's list. Is this still correct?

Yes, you are correct. The only thing that you gain by being prejected from a program is the fact that won't be disappointed to not match there on Match day.
 
Did they at least explain why they weren't going to rank you?? Did you interview with them or rotate with them or something???

True in terms of the match, but you can waste a second visit, love letter, etc on a program that's not interested in you. Sounds like they did you a favor.
 
Also helpful to know that one of your interviews effectively didn't count, when planning how many total interviews to go on.
 
While I'd probably rather not get the hate mail, they are doing you a favor. Now you don't have to waste your fifteenth spot and you know that maybe it's worth going to another interview instead of canceling it (assuming you have one where that decision comes into play.)

Especially if you were considering canceling some in January or going on less than 12 total.
 
As a DO, there was a program that did this to me, but they warned it would happen. They sent emails to all applicants around Nov/Dec (remember DO's interview earlier) indicated if you'd be ranked or not. There was no explanation, and I don't recall if you could ask for one. I personally found it a little bizarre, but I guess it was for the best? I don't think it necessarily reflects on your competitiveness overall.
