Is it too late to apply for SMDEP?

Is it too late to apply for SMDEP? I asked for my recommendations in mid-December and sent my transcript in mid-December.

HOWEVER, I submitted my application January 8. Did I apply too late. Also, I am applying to UCLA, UT Houston, and Washington. Did I pick competitive sites? What are some of the less competitive ones I should have chosen. I am a sophomore.
