Is it true Boston doesn't accept anyone with a TOEFL less than 100?

I heard that BU doesn't take a single candidate with a TOEFL less than 100 despite them having a much lower minimum required to apply listed on their website. One of my buddies just got in last year and he claimed that nobody in his class has a TOEFL less than 100.
