Is there a benefit to residing in a WICHE state?

I have tried to read through the WICHE website to get an understanding of how the program works, but I'm still unsure of how it provides any advantage to an applicant residing in a WICHE state. Do schools in WICHE states give priority to applicants in those same states? Do we receive in-state tuition for any school we attend? What are any other advantages or benefits?

*I tried to run a search for WICHE on this SDN, but I got thousands of results from the query because the search finds every thread with the word "which" in the title.
