Is there a limit as to how many candidates can be offered an outside the match offer by an FM program? Or how many times they can 'almost fill' their class with prematch offers and go into the match with a few slots?

I don't know the answer to your question, but was also disheartened when my top program went from 3 PGY-1 positions to 2 on the NMRP quota.
However, according to another annonymous stranger here on SDN I was told that programs mainly do this when they don't think they'll meet quota, meaning that despite the small number of positions open, you still have a good shot at matching at programs that offer pre-matches.

Hopefully that gives you some amount of hope in this entire process.

From what I understand, there is not a limit to the number of slots they can offer outside the match. What there IS, however, is a deadline to submit spots that will be available in the match. Thus, a program will submit (sometime this month) the number of slots they will fill in the match, and they are obligated to match that number.

OK - Didn't know if the RRC frowned on programs trying to fill by offering prematch slots.
