Is there a limit?

I don't know the answer to your question, but was also disheartened when my top program went from 3 PGY-1 positions to 2 on the NMRP quota.
However, according to another annonymous stranger here on SDN I was told that programs mainly do this when they don't think they'll meet quota, meaning that despite the small number of positions open, you still have a good shot at matching at programs that offer pre-matches.

Hopefully that gives you some amount of hope in this entire process.
 
From what I understand, there is not a limit to the number of slots they can offer outside the match. What there IS, however, is a deadline to submit spots that will be available in the match. Thus, a program will submit (sometime this month) the number of slots they will fill in the match, and they are obligated to match that number.
