Is this a bad idea?

In most situations, you can't gain credit for in-state residency if your purpose for coming to that state is for education. So attending OSU for your senior year won't lead to you being an Oregon resident right after graduation.
 
You need to contact OHSU and find out from them how they figure out if someone will be granted residency. Different states have different rules regarding gaining residency. In Texas, you have to prove you came here for reasons other than just educational purposes. My wife and I moved here from Washington state to set up residency for d-school. I was fortunate enough to have a wife who at the time worked for Walgreens as a pharmacist. She was able to be transferred here, so when applying to Texas schools and proving my residency status I could legitimately claim she was transferred here.

Some states won't allow people to gain residency while they are students while others do. That is why I recommend you find out about OHSU before you make your final decision to move to the mainland.
