Is this an IA or not?

Since you're a freshman, I hope this experience has taught you something. Just don't repeat the offense again - it wasn't intentional and your school didn't take any disciplinary action so I assume that should be fine. Though if I'm wrong, another poster will probably give you better advice.
 
I would assume if you had an actual IA you would have been called in for a hearing or you would have otherwise heard about this after the fact. If you're really concerned, you can probably check with your school's registrar to see if there's a record of IA.
 
Check with your school's registrar or any other source that has a copy of student disciplinary records. If the professor sent a letter to the dean and the dean at least had notification of such an event, it cant hurt to check if any sort of event came from it. Note it is an IA only if the University itself takes action, not if the professor just assigns his own penalty alone.

It's perhaps within the realm of possibility the school sent something such as a letter of notice to your house(perhaps even to your parents house if that is the address the school has for you on file) that either got overlooked or you were never made aware of. Other than that, I cant imagine too many scenarios where a school would take an institutional action against someone and never notify them. The whole purpose of an IA is it is an action taken specifically by the school; those things dont just not get thoroughly documented.
 
As the member of a disciplinary committee, that doesn't sound like an IA. I would check the office of the Dean of Students or Registrar for peace of mind, just to make sure no documentation got lost in the ether--although that is exceedingly unlikely. Oh, and of course, DON'T DO THAT AGAIN.
