Is timing or English LOR more important?

I have one more LOR that I’m waiting on (a pretty strong one from an English professor), but it should be coming in next week. I was wondering if I should submit my schools that don’t require a non-science prof without it for the sake of time? Not sure how big of a difference submission now vs next week is in comparison to the difference between having and not having the letter for the schools that don’t need it. Thanks!
 
If your application is ready, you should go ahead and submit it maybe with a “throwaway school” so that you can get it verified. That process will take a little while.

If you’ve been verified, just send it to the schools that don’t require a letter from an English professor and wait on the ones that require it. You don’t have to apply to all schools at once.

I’m not sure how much a difference one or two weeks will make to be honest but maybe go ahead and apply to the ones that don’t require an English letter simply because sometimes letter writers take their sweet time.
 
Your other posts suggest you have a very strong metrics profile. Send your application as soon as possible. I am doubtful that a non-science professor letter will make that much of a difference, even if it's an annoying checkbox for an admissions committee. Some schools may hold your interview consideration until that letter comes in, but some could love to give you a spot even if you are one letter short.
