Is U. of Minnesota-TC OOS friendly?

I have the MSAR and the numbers don't look that good, and I am officially a Cali resident.

But what if I have pretty strong ties (parents) to the midwest and a SO who wants to do a Ph.D. there? My stats are a little above their published numbers.

Hey I applied OOS to MN and stated that I had previously lived there and it didn't help me...granted, my stats were a little below their averages so I knew it was a long reach to apply. I just really wanted to live in Minneapolis again. That being said, I applied to OU OOS and they sent me a really nice (rejection) letter that said that my strong ties to the state had warranted a second review of my application. (Which actually just felt like they were twisting the knife at that point, but at least I get to tell you that some schools DO consider ties to the state)...not sure if that helped you much or not..good luck!
