J1 problem(Canadian citizen,US med school graduate)

I am a Canadian citizen and a US med school graduate.
I read that you 'll need the MCC Qualifying Exam part 1 in order to get the Statement of Need from the govt of Canada.
Since I will be taking the USMLE III and also applying for H1B /J1 and cannot travel,how can I take the bloody exam which is only held in Canada and not in the US?

Some "experts"post that as US med grads,we are exempt from the Part I(MCC) requirement,can someone confirm????
but the gov website seems to indicate otherwise!

Why cant you travel? You could use your F1 extension for the first year, and then get take the mCCQE during your first year of residency then apply for J1/H1B after that.

I read that once you submit your H1B in you cannot travel otherwise your H1b will be considered abandoned.

Plus I dont have OHIP card and Ontario driving licence to prove residency in Ontario after 7 yrs away from home.

A real catch-22

You can travel with an H1B? Hmmm, interesting. Your best bet is to use the F1-opt (which you can travel on, and write the mccqe then. Granted you dont need the mccqe for the h1b, so it shouldnt be an issue, unless you're going the J1 route. Either way I know you can travel on the F1.

Well since you have submitted your H1B why would you still need the j-1 then?
 
As far as I understand, you are only exempted from MCC once you are a board-certified US grad.

You can travel after submitting a green card application, for example, which I would guess puts you in the same category as people with H1b, but you must apply in advance for a special permit to do so. I had one, but I don't remember what it was called.

Can you get a TN visa?
