attempted to sign up for the exam today but all slots are filled up at the moment. anyone else ever had this problem? is it typical that spots will open up as the deadlines approach???

Yes. It's typical. Especially about a week before the upcoming test. Check the zone deadline for which cancellations are no longer possible. People usually drop right before that day so they can get the refund and reschedule another exam. Many also register for seats just in case they didn't do well on their first rest. So people will drop their seats as the test gets closer when they decide not to retake.
