I doubt there's any significant preference going on, but perhaps they do take MD residents slightly more often. MSAR would know.
 
I believe that something like 20% of the student body are Maryland residents, so yes, they do give some preference.
 
According to the MSAR, a higher percentage of Maryland residents are interviewed, as compared to all others: 16% of Maryland applicants, versus 10% of out-of-state applicants.

That might be more due to the fact that they interview more people from JHU undergrad
