Most journals seem to require 25-35 pages double-spaced (at least the ones I am looking at). Does anyone know if this includes or excludes the references? I would imagine excludes...
 
It depends on the journal. Some page/word limits are all-inclusive.

Yep, it's going to vary significantly by the journal. Some won't have any explicit length cut-offs, while others may only allow something like 4000 words. That usually does seem to exclude references, although at the same time, I've not often seen a page-length limit, as (in my experience) it's more often a word count limit.
 
I have only ever seen word limit cut-offs, although whether or not the cut-offs include the refs and tables is journal specific. All journals should have an "author submission" section which details all of their editorial policies, check that.

This. If the instructions are ambiguous, its no big deal. I had one that limited to 30 pages but did not specify with or without references, so I just submitted it and a QC person sent it back to me with more explicit instruction.
