I am away at a national conference and didn't get a chance to see your post until now. Besides appropriate state schools (FSU and FIU for sure), other schools to consider adding with a 3.84/28, especially with your rural experiences, that have a good OOS acceptance rate:
UIllinois, Wayne, Buffalo, Toledo, Drexel, Temple, Vermont, VCU, Virginia Tech Carilion (new),
GWU, Louisville, Tulane, NYMC, MUSC, SCarolina, EVMS,
Rush, Michigan State, Oakland (new),
