Kaiser moving expenses

My fiancee recently signed a contract with Kaiser Permanente in California. As part of her package, kaiser is willing to reimburse up to $10,000 for moving expenses. Our furniture is not worth close to $10,000. Has anyone ever heard of Kaiser letting people use that money to buy new furniture instead of using that money to move sub-quality furniture across the country instead?
 
I don't have experience with Kaiser specifically, but in another industry I've seen it depend on the way they determine how reimbursement is calculated. In this instance I would consider asking for a pre-move, pre-negotiated dollar amount. Your fiancé might end up getting less than the max reimbursement, or that could be a bargaining point - that you will accept less if it gives you the freedom to plan moving expenses on your own timeline (which might mean selling everything and starting fresh, but this way they don't know or care). Otherwise, you may end up spending and submitting receipts for 7k anyway and still have the old furniture.
